The Organization for Human Rights Meezaan has published a comprehensive human rights report titled:
“Laws in a Time of War: Israeli Legislation Against Palestinians After October 7, 2023 – Monitoring, Documentation, and Legal Analysis.”

Covering the period from October 7, 2023, to the end of August 2025, the report documents an unprecedented wave of laws passed by the Israeli Knesset that directly target Palestinians in the territories of 1948, Jerusalem, the West Bank, and the Gaza Strip.

The report reveals that these laws have transformed the state of emergency from a temporary exception into a permanent rule, turning the law into a tool of war and mass exclusion.

It highlights that this legislation is based on policies of collective punishment targeting Palestinian families, restrictions on fundamental freedoms, particularly freedom of opinion and expression and the criminalization of the Palestinian narrative, alongside laws that advance annexation and tighten control over Jerusalem and the West Bank, while blocking any independent international presence.

Meezaan emphasizes that this legislative framework constitutes what international law defines as a “system of apartheid,” representing a blatant violation of international conventions and treaties. The report calls for holding Israel internationally accountable and recognizing these laws as an integral part of Israel’s colonial and racist structure.

The report concludes that Israel’s legislative system post-October 7, 2023, has become a central tool for managing the conflict with Palestinians and perpetuating a settler-colonial agenda, affirming that the state of emergency has shifted from a temporary exception to a permanent legal norm that entrenches discrimination, exclusion, and legitimizes apartheid policies prohibited under international law.
